Environmental Permitting/Compliance, Metal Fabricator Industrial Facilities - Wisconsin

Saga staff completed environmental permitting documents for the construction of a greenfield industrial facility and a purchase of a vacant former industrial site. For the greenfield facility, Saga:

  • Completed the federal Title V major source air permit application, including:
    • Emission calculations,
    • Review of particulate matter air dispersion modeling analyses for National Ambient Air Quality Standards (NAAQS),
    • Best Available Control Technology (BACT) and Lowest Achievable Emission Rate (LAER) analyses, and
    • Maximum Achievable Control Technology (MACT) and Generally Available Control Technologies or Management Practices (GACT) federal rule review and applicable regulation incorporation;
  • Completed the state regulated industrial storm water general permit application as well as prepared required Storm Water Pollution Prevention Plan (SWPPP);
  • Prepared the state wastewater pre-treatment permit applications;
  • Coordinated the local wastewater discharge authorization;
  • Completed the Spill Prevention Control and Countermeasure (SPCC) Plan;
  • Completed the hazardous waste disposal application; and
  • Assisted with the design of the hazardous waste accumulation area.

As the company's new industrial facility was to be located at a vacant former industrial site, Saga personnel completed a Phase I Environmental Site Assessment (ESA) prior to purchase. No environmental issues of significant concern were recorded in the Phase I ESA report. Saga personnel also completed the minor source air permitting application, the state regulated industrial storm water general permit application; and the hazardous waste disposal application. For both projects, the construction/purchase timeframes were very short. Saga coordinated with all local, state, and federal agencies to expedite all permitting approval to meet the client's needs.

Saga continues to work for this company for ongoing environmental compliance, with services including:

  • Completing annual emissions reports;
  • Maintaining environmental record keeping databases and compliance manuals;
  • GHG reporting;
  • Preparing hazardous waste disposal documentation;
  • Train facility personnel on Hazardous Waste, SPCC, SWPPP requirements;
  • Developing/implementing environmental training programs;
  • Completing Title 312 (Tier II) and 313 (Form R) reporting;
  • Completing hazardous waste reports; and
  • Maintaining/updating SWPPP/SPCC plans.
