Environmental Permitting and EA for Expansion, Grain Mill - Wisconsin-Based Company

Saga staff completed the environmental permitting documents as part of proposed construction of an ethanol production facility adjacent to its existing grain milling operation. Saga personnel completed an EA, water permits and associated documents, and air permits.

These documents included:

  • An Environmental Assessment (EA) pursuant to NR 150 Wisconsin Administrative Code;
  • A WPDES direct discharge wastewater permit;
  • A WPDES general storm water permit;
  • The Storm Water Pollution Prevention Plan (SWPPP) in conformance with NR 216;
  • The NR 406/407 Air Construction/Operation Permits including calculations and modeling for:
    • NR 424 Control of Organic Compound Emissions from Process Lines
    • NR 429 Malodorous Emissions,
    • NR 440 Standards for Performance of New Stationary Sources, and
    • NR 455 Control of Hazardous Air Pollutants;
  • A high-capacity well permit prepared including a detailed aquifer modeled analysis;
  • A Spill Prevention, Control, and Countermeasure (SPCC) Plan prepared in accordance with USEPA 40 CFR 112.7;
  • Above-ground Storage Tank Registration; and
  • Municipal Sewer Discharge Permit.

The project was publicly contended, and Saga represented the facility at public meetings addressing environmental concerns.
